Serdar Altay

Dr. Serdar Altay is a Program Officer responsible for trade projects in the Economic Policy Program of the German Marshall Fund of the United States (GMF), a think tank dedicated to transatlantic cooperation at its headquarters in Washington, DC. Since 2008 he has been the leading project manager at GMF on transatlantic trade and development policies. Between 2000 and 2005, he served as a Trade Specialist in the Turkish Undersecretariat for Foreign Trade of the Office of the Prime Minister (currently Ministry of Economy) in Ankara, Turkey. In the same period he taught a course as a guest lecturer on International Commercial and Economic Organizations at Baskent University in Ankara. He was on sabbatical leave between 2005 and 2008, and conducted doctoral research in Italy (Trento University), Switzerland (Lausanne University), and Washington (GMF) on services and investment rules in WTO agreements and the role of private actors in decision-making at the WTO between 2005 and 2008.
Dr. Altay is a graduate of the Middle East Technical University (Turkey) with a B.Sc. degree in International Relations and holds an M.A. degree in International Political Economy from Warwick University (UK), and PhD degrees from Trento University (International Studies) and Kassel University (Germany) in Economics and Social Sciences. He has expertise on trade, investment and development issues, World Trade Organization (WTO) negotiations and agreements, International Political Economy, and international trade and investment agreements.
