TEMPUS is the European Union’s programme which supports the modernisation of higher education in the EU's surrounding area. Tempus promotes institutional cooperation that involves the European Union and Partner Countries and focuses on the reform and modernisation of higher education systems in the Partner Countries of Eastern Europe, Central Asia, the Western Balkans and the Mediterranean region. It also aims to promote voluntary convergence of the higher education systems in the Partner Countries with EU developments in the field of higher education. In addition to promoting cooperation between institutions, Tempus also promotes a people-to-people approach.

Short description: The project is addressed at the national and the regional priority of development of international relations in the 3 countries of the Maghreb involved (Algeria, Morocco and Tunisia).The general objective of the project is the transfer of necessary skills to the universities and research organizations of the Maghreb region so that they can be more present as coordinators or partners in the European cooperation and research programmes 2014-2020. The project aims to develop international visibility and integration of the universities and research organizations in the Maghreb into the European higher education and research area by strengthening their participation in these European projects. The project is labeled by the Euro-Mediterranean network AVERROES.

Short description: The project aims to develop a set of contemporary knowledge materials by the Partner Universities, consistent with EU standards that will fulfil the needs of the national plans of Palestine to implement IT based solutions for e-Government. The project wills the foster transfer of state-of-the-art knowledge and best-practices from Europe to Palestine on electronic services in general, and e-Governmental services in particular. Also it aims to increase the capacity buildings of Palestinian professors to teach and develop courses on electronic services.  The project objectives will be achieved through 6 advanced tutorials that will be delivered to professionals (partner ministries, engineers and academics), as well as 4 academic courses that will be introduced to the curricula of the partner universities. In particular, the project aims at capacity building (i.e., lifelong learning) in three main areas (interoperability, security, and legal informatics), which are the main challenges when implementing e-service in general and e-Government in particular.
