The National Recovery and Resilience Plan, NRRP, is the Italian response to the Covid-19 global crisis and to the obstacles that, in the past decades, have hampered Italy's economic, social, and environmental growth. The NRRP is part of Next Generation EU, the programme that aims to support the economic recovery of Member States.

The Italian NRRP amounts to € 191.5 billion being allocated by the EU and additional resources, € 30.6 billion, allocated by Italy. The total amount of available funds is € 222.1 billion.

All the actions outlined in the NRRPs follow the Do No Significant Harm (DNSH) principle to protect the environment.

The Plan has six missions:

  • Mission 1 “Digitalisation, innovation, competitiveness, culture and tourism”
  • Mission 2 “Green revolution and ecological transition”
  • Mission 3 “Infrastructure for sustainable mobility”
  • Mission 4 “Education and research”
  • Mission 5 “Inclusion and cohesion”
  • Mission 6 “Health”

Mission 4 is entirely focused on Education and Research and aims to identify critical issues and strengthen the education system, digital and technical skills, research and technology transfer.

The mission has 2 components:

  • Component M4C1: Strengthening the provision of education services: from nurseries to universities;
  • Component M4C2: From research to business.

 

M4C1 - Investment 4.1: Extension in number and career opportunities of PhDs (Research-oriented, Public Administration and Cultural Heritage)

M4C2 - Investment 1.1: Fund for the National Research Programme (PNR) and Research Projects of Significant National Interest (PRIN)

M4C2 - Investment 1.2: Funding projects presented by young researchers

M4C2 - Investment 1.3: Partnerships extended to universities, research centers, companies and funding of basic research projects

M4C2 - Investment 1.4: Strengthening research structures and supporting the creation of “national R&D leaders” on some Key Enabling Technologies

M4C2 - Investment 1.5: Establishing and strengthening of "innovation ecosystems for sustainability", building "territorial leaders of R&D

Mission 6 relates to interventions under the jurisdiction of the Ministry of Health.

The mission has two components:

  • Mission 6 Component 1 (M6C1): Proximity networks, facilities and telemedicine for local health care
  • Mission 6 Component 2 (M6C2): Innovation, research and digitization of the National Healthcare Service

 

M6C2 - Investment 2.1: Enhancement and strengthening of biomedical research in the NHS

  • PNRR Proof of Concept (POC) "development of a decision support system - mULtiomic sofTwaRe bASed on preclinical models and pOiNt-of-care clinICal and lung ultrasound data for the personalized management of children with Community Acquired Pneumonia (ULTRASONIC-CAP)"

The University of Trento is also involved in the National Plan for Complementary investments (NPC) to the NRRP within the Innovative Health Ecosystem sector, which aims to create an innovative healthcare ecosystem through clinical-transnational networks of excellence that can pool available technologies and existing expertise in Italy.
