Quality of research means:

  • ensuring the necessary conditions for academic staff to carry out their research activities;
  • promoting a critical analysis of the quality and significance of research;
  • periodically reporting research results to stakeholders;
  • paying attention to the demand for research and the development of knowledge coming from various sectors of society.

The public funding of universities is based upon an evaluation of the quality of research.

In Italy, the body responsible for the evaluation of research and teaching is ANVUR, the National Agency for the Evaluation of the University and Research Systems, which is supervised by the Ministry of Universities and Research (MUR).

ANVUR periodically conducts the Evaluation of Research Quality (VQR), the results of which are used to allocate the performance-based portion of the Ordinary Financing Fund (Fondo di finanziamento ordinario, FFO).
