The relations between public administrations and trade unions are regulated by a representation system that promotes participation, transparency and dialogue. At the University of Trento, the delegation representing the University consists of the Rector and the Director General or their delegates; the union delegation instead is formed by the Rappresentanza sindacale unitaria (RSU) and by representatives of the trade unions that have signed the 2019-2021 National Collective Labour Agreement for the Education and Research sector.
Joint trade unions committee - RSU
The Joint trade unions committee - Rappresentanza sindacale unitaria, RSU - is made up of 3 to 12 members who are elected by the University staff. The relations between trade unions and the University's delegation and the election procedure are governed by the National Collective Framework Agreement (ACNQ) of 12 April 2022.
Establishment of the RSU
The people who make up the RSU are elected from the lists of candidates presented by the trade unions. The elected members represent all staff and not the individual trade union.
For elections to be valid, 50% +1 of eligible voters must vote. If the quorum is not reached, the RSU cannot be established and new elections are called.
Purpose of the RSU
The RSU participates in the integrative collective bargaining process and interacts with the other delegations. The RSU has the right to receive information on all trade union matters and can mediate conflicts between the University and employees.
Duration of appointment
The RSU remains in office for three years, at the end of which new elections are held. The National Collective Agreement regulates the cases of resignation of the elected members, their replacement and any forfeitures.
Special guarantees for the RSU and the exercise of trade union rights
The members of the RSU entitled to special guarantees compared with those recognized by the Workers' Statute (Law 300 of 20 May 1970). RSU members are also the holders of the trade union rights provided for by laws, framework agreements and contracts, for example the use of the bulletin board, the convening of the meeting and paid leaves. These rights are given to the RSU as a whole and not to its individual members.

The individuals delegated by the trade unions collaborate with the RSU within the trade union representation on matters concerning the decentralised bargaining process and the application of the National Collective Labour Agreement (CCNL) and the Integrative Collective Agreement (CCI).
